Resicor is a planet where having any talents outside of the norm is illegal.  Whether it is psychic or in Col’s case she can fly, if she puts her mind to it.  She has hidden her talent for years.  But when she is put in the place where she either lets herself die, after being thrown off a building, or live and fly.  She chooses to fly knowing it will cost her freedom.

While Resicor does not allow the talents, there are others in the universe who feel these talents can help to save lives, like the Citadel or Sector Guard.  In Col’s case Ysyr is sent by the citadel to retrieve her from Resicor.  Ysyr is not prepared to be bowled over by the woman that he is confronted by.  Now Ysyr knows that Col and he are meant to be together and he will do anything necessary to make that happen.

As I have come to expect from Ms. Grace, she has created another wonderful world and sets of characters in the Citadel series.  You can read Bound By Law as a standalone though you should just go ahead and get them all as you will enjoy delving into the Citadel world.  Bound By Law was a light and fun read, and I think all fans of Sci-Fi will enjoy it immensely.
